I think Paradox's expansion model has changed dramatically since the days of HoI3 - a lot more goes into the patch than the expansion itself. Looking at EUIV and CK2, you can see quite a varied set-up of "what you pay for" vs. "What's in the patch".

I think even internally they struggle a bit with that. So yeah, this probably could have included more but I think it was important to get something out sooner rather than later.
